When we hiked the Firewarden's trail, we encountered a lot of this sort of thing: flagging tape with instructions on what trail maintainence should be performed. In this particular case, the flagging tape reads "Ditch + WB Step Stones" - which, if I am any judge of trail instructions, to indicate that a ditch plus a water-bar plus some stepping stones should be installed at this point.
