Utah highway 9 become truly spectacular as it goes through Zion National Park. Very twisty, amazingly scenic. The only drawback is that this section is in the National Park and is signed more slowly (ie- speed limit wise) and has lots of vacation traffic. If you want it empty, go early in the morning or off-season. Or both.
